Endangered Species Act Toolbox: A Guide for Department of War Natural Resource Managers

Across Department of War (DoW) installations, natural resources managers operate at the intersection of mission execution and statutory conservation responsibilities. Military training and testing lands support high‑tempo operations while sustaining habitats for listed and at‑risk species. When mission activities intersect with the requirements of the Endangered Species Act (ESA), installations need tools for early planning, coordinated action, and mission‑sustaining conservation solutions.
The ESA Toolbox, developed as part of the Recovery and Sustainment Partnership by the DoW’s Natural Resources Program and the Texas A&M Natural Resources Institute, provides installation natural resources managers and partners with a practical, mission‑focused resource for navigating ESA requirements while maintaining readiness.
The ESA Toolbox features 18 case studies of real‑world examples, strategies, and source materials demonstrating how installations have aligned ESA compliance with operational flexibility. These examples highlight situations where installations and partners successfully sustain or enhance mission capabilities, streamline regulatory processes, and achieve conservation outcomes.
Rather than presenting ESA compliance as a single pathway, the Toolbox offers multiple proven approaches that installation managers can adapt to specific mission requirements, species concerns, and regulatory context.
The ESA Toolbox is organized to support both learning and application:
Fundamentals: Key ESA concepts, authorities, and statutory requirements that shape installation responsibilities.
Tool Kit 1: Focuses on streamlining regulatory processes, including programmatic consultation and other approaches designed to reduce administrative burden for recurring activities.
Tool Kit 2: Highlights how partnerships and off‑installation conservation create flexibility for training and testing lands.
Tool Kit 3: Supports informed regulatory decisions through early engagement, data sharing, and proactive participation in processes that shape future ESA outcomes.
As a living resource, the ESA Toolbox will continue to grow with the needs of the field. New case studies are planned for 2026, featuring innovative regulatory approaches from pilot projects at Joint Base Lewis‑McChord and Fort Benning under RASP’s Conservation Policy Initiative. Through shared examples and applied lessons, the ESA Toolbox reinforces a core principle that with the right tools, partners, and information at the right time, mission readiness and conservation work together to strengthen one another.
